CASE 3. Alice, a UCD undergraduate with a faculty sponsor, proposes to study bike injuries in Davis, using records at the UCD Health Center and the Davis Police Department.
Benefits and costs are rated on a scale from1 (low) to 10 (high). ResNo = respondent number
| ResNo | benefits | costs | Required permission | Information to be released | Safeguards | Conditions for publication |
10 | 1 | In order to do this study, Alice would need to get permission from the UCD Health Center and the Davis Police Departments. | The only information that should be kept from being released to Alice by the Health Center and Police Department would be the personal information about the victims, such as their name, address, and phone number. Otherwise, age, gender, and the type of accident that occurred could be released to Alice by both institutions. | The names should not be released in the first place. Anonymity is the best way for the privacy of the victims to be protected. | As long as the identities of those included in the study are kept confidential by either Alice or the Agencies involved, then there do not need to be any conditions attached to the publication of Alice's findings.
9 | 3 | The health center and the police department | Only the records which pertain to bike accidents | Alice needs to include in her study that she will not use any identifying information about the people involved in the bike accidents. If possible Alice should record her data in a way that would allow her to omit all names and identification of the people involved. | Following the added safeguard Alice would need to leave out all names and identifying information in the publication of her findings. She should also site where she got her information.
9 | 1 | Institutional Review Board | Only data, the names may not be included | Confidentiality and anonymity | Permission to do so and credit to the UCD Health Center and Davis police department.
8 | 1 | School's permission and police departments. | only the statistics like what time of day it happened, where it happened, where there other people involved, were there cars invovled or other bikers, what time of year was it etc. | The copy that the experimenter recieves should have no manes or personal information on it that could be used to identify the people invovled. | same as above, the statistics only.
8 | 1 | IRB | Only the statistics on bike injuries in Davis. | To keep all information confidential. | That if the information was published, the researchers would not take credit for it but give credit to the UCD Health Center and the Davis Police Department as the finders of the results, or credit to whoever did find the results.
8 | 1 | Approval from the department or agency heads responsible for handling bicycle related injuries at UC Davis Health Center and the Davis PD. | Accident reports involving bicyclists. Number of bike injuries reported per year. Specifics as to kinds of injuries, dates, witness reports. | Remove (black out) any identifying information on the copy record. | Those involved remain anonymous and credit is given to the sources (UCD Health Center and Davis PD).
8 | 1 | Due to the nature of the study, Alice’s proposal will most likely be exempt from the IRB; however, based on the APA Code of Conduct, Section 6.12 I feel that she should still “consider applicable regulations and institutional review board requirements, and [she should] consult with colleagues as appropriate.” | The Police Department and the Health Center should not release any information that deals with any information that does not have to do with the bike injuries that people received. There is no purpose to give her one’s personal information if it is not necessary. | The most important safeguard to protect the privacy of the people in the records is that all their names and other identification must be erased from each document. If any of that leaks out, it will be a violation of the law. | I believe that all findings could be published. As long as one’s identity is not revealed, I believe that the publication would prove to be beneficial to the public as opposed to harmful or uncomfortable.
8 | 2 | Permission from Police Dept and Health Center to retrieve records. | Only information about the injuries, no names should be released. | The Police Department and the Health Center are responsible for the release of the information and should not include names in the medical reports given to the psychology student. | Again, the names of the individuals whose reports are being use in the study should not be released in any of the publications, unless permission is asked first.
8 | 1 | Provided that Alice does not use the names of patients at the UCD health center, she does not need anyone’s permission with the exception of possibly a department head of department committee. This is because anonymity is maintained | The Police Dept. and UCD Health Center should release information that does not disclose the identity of patients, including medical numbers, addresses, names, etc. This should include doctor names as well. | The names on the records used would have to be keep secret by the researcher or the police department and health center. | The sources of the information must be given credit. Also, if names need to be used, they should be fake or encoded
7 | 1 | The UCD health center and the police department for permission to view the documents. | The injuries sustained and possibly the nature of the injuries (causes of bike accidents). | The names of the people in the records observed should not be included with any findings of the study. | Names should be with held from any publication.
7 | 2 | UCD Health Center and the Davis Police Department | age, gender, and type of injury. | By simply not releasing the names and other personal information, the privacy of individuals is retained. | No necessary publication conditions.
7 | 0 | She would not need permission from anybody as long as she was not given names, social security numbers, or any other identifying information that could be used against someone. | Information regarding number of accidents, sevarity, gender, etc could be revealed at her request but no information should be revealed regarding identities. | No safeguards would be needed as long as the individuals remained confidential. | There is no reason that they findings could not be published as long as it was stated that the data collected applies only to UC Davis and is only of the reported accidents.
5 | 0 | As an undergraduate student, she must only obtain permission from her faculty sponsor. | It's important that the Health Center and Police Department release information pertinant to the bike accident only, and no information of a sensitive nature (i.e. Social Security Number). | In order to maintain confidentiality, names and other identifying data should not be used. Using code numbers even in the data collection phase might be a good idea. | Once again, no identifying information should be included. UC Davis might even not be expressly mentioned by name either.
